Have you created your users on Nextcloud or are you integrated with LDAP or similar?
If there is no authentication integration, you can either create each user and provide them with a temporary password so they can log in and change their password, or you can install the “Registration” app (it is experimental). While I wouldn’t leave the “Registration” app on for an extended period, it could allow you to have each user create their own registration requests and get access. You would definitely want to monitor who gets access so that only allowed users can get in (this is especially important if your Nextcloud instance is public facing).
