How do I make the black semi-transparent bar smaller?

So when I am logged in and I edit and do things there is always this black bar there. Is there a way to make it take up less space on screen?

I managed to poke around with inspect element and actually force the menu to go up, is there no way to do this? As you can see buttons that were previously hidden actually show up now.
