How can I make the README.md app headers show for all users

Installed the README.md app on my nextcloud 20 server and I can specify the header file name, but it is only working on my admin ID.
Is there some way I could apply this to all users with copying to everyone’s homefolders?

Were not currently using the Dashboard, but I’ll take a look and see if it might be an acceptable option.
