Yes. The Nextcloud software is free software (AGPL see Wikipedia).

Maybe you can read Why the (A)GPL is great for business users. But it is from 2016.

But if you have got more than 500 users on your Nextcloud and your Nextcloud is for commercial use then you must also read Nextcloud Fair Use Policy and NGO program. Then you must pay for services e.g. push service.

How many users do you have? Have you more then 500 users? If you have a NGO, small school or other non-profit organisation you can contact Nextcloud GmbH to get free license for more than 500 users.

So it is free I can upload what I want?

I do not understand you? Nextcloud is only a software. You need a Nextcloud hoster or you can host it on your own. Mostly you can see the hoster in the name of the Nextcloud url. And the hoster maybe has got his own rules.
