on the MacOs Client I have some folders without the cloud download icon.
And I don’t understand why?
None of theese folder I have selected as always keep down. So what happens?

Hi! This is unrelated to the “Always keep downloaded” feature. A folder with that icon means that either not everything inside of it has been made available locally yet or some subfolder content is not known yet. We have documented some of these symbols in our user manual.
This is first-party user interface from Finder and nothing under our control. It is consistent with how iCloud Drive works. That icon is derived from the information made available locally.
In your particular screenshot, It appears like the “Anleitung” folder either was not visited yet or contains something that has not been loaded yet (not yet “materialized”, also known as “dataless”) due to lack of necessity. The metadata is there, the file is ready in the cloud and its content will be fetched when requested. Until then, the required disk space is left free for other things.
