Summary of the issue you are facing:

I have connected my NAS via SMB using the “External Storage” app. Even though the check interval is set to “Once every time the direct access is made”, Nextcloud accesses the SMB share at least once an hour (often more frequently). This prevents the NAS hard drives from entering standby/hibernation mode, leading to unnecessary power consumption, noice and wear on the drives. I am looking for a way to stop Nextcloud from polling the external storage in the background when no user is actively browsing the files.
