Expansion of video chat

I have several questions for the video chat developers. First, how hard would it be to implement one-way, audio-only public chats? Second, how hard would it be to implement multiple audio channels for a single conference?

What I want to do is provide real-time interpretation for conferences, both on-line and in person. Having participants listen on their own smartphones seems like a simple solution, but the developers I’ve talked to so far thought it would be tricky.
