Enforce "Hide download" as a default

Hello all,

Is there a way to enforce “Hide download” as a system default?

We would like to disable the ability for users to create a downloadable share (group level perhaps) but did not see a capability to enforce this - essentially create link shares only.

I don’t think there is an option here yet. I have not found an option for this in the comfig.php commands.
