Disable user settings for non-admins

Hello,

Is there a way to disable settings for normal users?
There reasoning for this is that all the information from the users are gathered from LDAP, there is no reason for users to access settings, since name, language etc are forced. Alternatively, I would like to disable everything except “Privacy”.
