The issue you are facing: when the admin user (or anyone who has the permission: Group admin for ) changes the user to disabled, the user is disabled, but I cannot find a record of that action. Since more people could have the permission to administer users, it makes sense to at least have an audit record of that action. The logging shows the failed logon attempt but that is all you can find, it seems.

Steps to replicate it:

  1. logon as admin
  2. disable a user
