Decrypting passwords manually

I had a nextcloud server running for a while but it stopped working for whatever reason and I need to extract the passwords that were stored with the passwords app, I think I’ve found the file but it looks encrypted, I remember the password and username and have full access to the filesystem that ran the server and am using linux, how can I recover the passwords?

P.S. I can’t run the file system in a VM bc it ran on a raspberry pi and my machine is x86, and the raspberry pi itself seems to be the broken part

The best way to recover passwords from a broken NC installation is to look at the server migration guide which provides a handy guide to recover the backups and restore them on a new server.
