Dashboard settings page missing

New to nextcloud. running 20.0.1. so this is my first nextcloud server and i have been enabling and disabling different apps from the web interface to test them. Somewhere along the way i noticed that the dashboard settings link was missing from the admin settings menu. The dashboard is still there when i go to it at http://mynextcloudserver/apps/dashboard. I can also add and remove widgets from my account’s dashboard. But when i go to http://mynextcloudserver/settings/admin/dashboard i get nothing. I have tried disabling and reenabling the app. I also checked the dashboard config with the occ command and it is there and seems correct. All the other apps seem to have their settings listed either individually or under additional settings, etc. Since dashboard is a core feature app i cannot completely remove and re-add it.

Steps to replicate it:

  1. I tried disabling and renabling the dashboard app in conjunction with disabling and reenabling the accessibility app in case it was related to that well documented issue.
  2. I tried upgrading nextcloud to beta version 20.0.2 rc1 in hope that there was a fix in the new release.
  3. i disabled almost all the apps except for external storage and and external links and start re-adding 1 at a time in case i could fine the issue triggered by another app.
