Dashboard greeting off by one hour

PHP version: 7.4.14

The issue you are facing:

Dashboard greeting does not change from “Good morning” to “Good afternoon” until 1:00 PM.

Steps to replicate it:

  1. Visit dashboard after 12 noon and before 1:00 PM https://nextcloud-server-ip/index.php/apps/dashboard/
  2. Observe “Good morning” greeting.
  3. Check settings and confirm Nextcloud knows the correct time.
