I’m using Nextcloud version 31.0.2 web interface, Windows 10, Vivaldi 7.3

The most important icons on the Nextcloud’s main screen has been hidden under three dots.

How can I get those icons back on main screen?

That doesn’t look like a standard installation. Perhaps you have a third-party app such as Custom menu (aka: side_menu) installed? If you filled out the support template we might actually be able to say…
