Create User doesn't add email address or send Welcome email to new user

When creating a new user I:

  1. Enter the username
  2. Enter the display name
  3. Enter the password
  4. Enter the email address
  5. Enter their group
  6. Click the Check Mark icon “Create a New User”
    The User is created and displayed on the Admin’s USers page, but the user’s record doesn’t populate with an/the email address and thus it doesn’t send the new user Welcome email to the new user.

I’ve only been creating “dummy” test accounts, but when I log into those accounts, they don’t have an email address on their personal info page.

I’m at a loss as to why this is happening. Does anyone have an insight into this?
