Change user language after set force_language in config.php

Hi,
iā€™m working on a nextcloud project, with multiple users. Some users were created before iā€™m setting the force_language setting in the config.php. So the users have some specific language settings which override the force_language setting. Is it possible to change the user language for all users in the database or with an OCS Api Call? Where is the user language saved? I donā€™t found any database entriesā€¦
