Summary of the issue you are facing:

Hello guys, I hope somebody can help me. I upgraded to Debian 13 and didn’t look if this works with my Nextcloud 30 version (I know dumb but didn’t thought about this). Now I can’t upgrade it because when I lower the php version apache2 don’t work and if I use php8.4.11 Nextcloud don’t work. I tried manually updating but same error (This version of Nextcloud is not compatible with PHP>=8.4.You are currently running 8.4.11).
How can I fix this now?

NC 31 should be compatible with php 8.4:

you can do the manual upgrade (since the upgrade itself runs just the new code):

Thanks, worked after some small problems. Thought I first need to install the latest NC30 release but by directly installing NC31 it’s working again!

But I have a problem, it seems like all my apps are gone… Is there a way to get them back?

From command-line (in theory also web-interface), you can install them again. They perhaps ask you after that to run the occ upgrade command to update their table structure, if there have been changes since the last version you were using. And also under the condition that the apps are available for NC 31.
