Cannot find 2FA after update to 10.0.0

I updated using the zip file provided from nextcloud.com,

The option does not appear under user personal settings, or in the loaded app list. Am I missing something obvious to enable the feature or am I possibly missing the app files?

Also all of my users are authenticating from an IMAP server save for the main admin account, I have tried manually enabling 2FA for an IMAP user and the admin account using “./occ twofactorauth:enable username”, but doesnt seem to change anything.

A few other details:
FreeBSD 10.3
nginx 1.10.1_1
mariadb 10.1.16
PHP 5.6.24

Thank you for this, I totally missed that it was a separate app.
