Summary of the issue you are facing:
[Every time I try to change the quota for any user it will revert to 18.6GB after a few minutes. I checked the config file and has nothing specified to maintain a specific quota]

@scubamuc I already checked that and it is setup already to 30 GB.
Does it matter that the accounts are LDAP?
@Adrian_Galbincea yes it matters if the users accounts are LDAP… as far as I can see in the above screenshot this is the only definition available and my AD-Users only get 5GB.
I’ve checked my LDAP-AD-Integration so I’m guessing it could be server side or config.php.

If anyone else has an idea what that setting might be please let me know.
I did a test and I created a regular user and that one does not revert the quota… so it must revert always when does a Sync with the Domain Controller…

@scubamuc I found the settings that limit the quota. In the LDAP menu, you have on the top right Advanced and under the Special Attributes, there is a field called Quota Default. I left it blank and it seems to do the trick.
