I was wondering if the nextcloud admin user can create folders inside other users accounts,
just as it was a file server.
yes this is possible
one admin can add external storage (this can also be a local directory on the server) and give all users access to it. this share will show as a folder.
a admin may use the impersonate app tho I have no experience there.
