I would like to send automated Messages to a new User with first instructions. I thought about using Nextcloud Talk Api but I’m not sure about how to get a trigger when a new user is created. Has anyone some ideas?

What you need is a Talk bot. There is a sample Welcome bot that does what you want. See if that works for you.
