can you provide your log file? It should tell you what is broken in details. In the case you didn’t configure the logs properly, please check the guide https://docs.nextcloud.com/server/latest/admin_manual/configuration_server/logging_configuration.html#log-level and try again. I had some trouble too with my upgrade to 28.x but it does work now.

From the limited error message you posted, it may have just been the optional app recognize needing to be updated in your environment to be compatible with NC28.
