After every photo I take the Android App tells me that it found a new Media Folder Camera although I already uploaded the Camera Folder automatically.
I have a OnePlus 6 with Android 9 and the server is running Nexcloud 14.0.3

you probably ran into an issue we recently fixed: https://github.com/nextcloud/android/pull/3173
This fix will ship with the next feature release, RC is planned for 26th Nov.
Alternatively you can use the DEV build (nightly release) available via f-droid
