The issue you are facing:

Next to my login, upper right on the screen, there is a small bell with a red bullet. When I click on it, there is a message stating that I should add my email adress to be able to do password recovery.
Howerver, under personal settings, my email address is set

I seems that it was just a notification message. Setting an e-mail adres does not let the notification go away. Closing the notification with the little cross does.
So for me, it is not a bug, so I will not fire a bug report.

Problem solved just by closing the notification.

Sounds like bug https://github.com/nextcloud/server/issues/3773. I worked around it as suggested in the bug report by uploading a profile picture

Hi, i have the same issue:

No idea why you should expect a user to uploade a profile picture. However i seem to have gone rid of this message after 47 days of wondering, what i could do.
I have uploaded a pictue to my profile (what i had never intended to do) just to get rid of this message. But at first of all: I do not wish to use a profile picture and i will replace it with monochrome grey.
