Summary of the issue you are facing:

I can’t see the the option of generting backup codes on 2FA. But occ twofactorauth:state [UID] shows backup_codes enabled.

Below the Code de recuperation should be a button to either generate backup codes or regenerate backup codes. Your page ends there?

Did you check the logs in your webserver, if there is anything wrong and the code might not run until this button is generated. Or if the webbrowser (or an extension) is blocking something. Try a different browser, test in privacy mode, test without certain content-blocking or content checking extensions.
